Announcementof the International Competition for Conceptual Plan Design of theComprehensive Eco-environmental Control Project of the Jinghe River, Jinghe NewCity, Xixian New Area

西北（陜西）國際招標(biāo)有限公司受陜西省西咸新區(qū)涇河新城開發(fā)建設(shè)（集團(tuán)）有限公司的委托，就西咸新區(qū)涇河新城涇河生態(tài)環(huán)境綜合治理項(xiàng)目概念性方案設(shè)計(jì)組織國際競賽，現(xiàn)就競賽征集工作的有關(guān)事項(xiàng)公告如下：

Entrusted by Xixian New DistrictJinghe New City Development and Construction (Group) Co., Ltd. of ShaanxiProvince,  Northwest (Shaanxi)International Tendering Co., Ltd. is to organize an international competitionfor the conceptual plan design of the comprehensive eco-environmental controlproject of the Jinghe River, Jinghe New City, Xixian New Area. The relevantmatters concerning the competition collection are announced as follows:

一、項(xiàng)目背景

I. ProjectBackground

涇河新城是國家級(jí)新區(qū)——西咸新區(qū)的五大組團(tuán)之一，組建于2011年7月，規(guī)劃面積146平方公里，轄區(qū)內(nèi)有中國第一高磚塔——崇文塔，是~~~大地原點(diǎn)所在地。涇河新城以“大西安北跨戰(zhàn)略核心聚集區(qū)”為發(fā)展定位，提出了“做最優(yōu)生態(tài)環(huán)境、引最多優(yōu)秀人才、聚最強(qiáng)高端產(chǎn)業(yè)”的發(fā)展思路。充分利用涇河和鄭國渠這兩個(gè)區(qū)內(nèi)優(yōu)勢資源，做活“水”文章，著力打造“南山北水•靈動(dòng)涇河”的現(xiàn)代化新城。

Jinghe New City, one of the fivegroups of Xixian New Area, the national new area, was established in July 2011with a planning area of 146 square kilometers. Within its jurisdiction, thereis Chongwen Pagoda, the highest brick pagoda in China and the geodetic originof the People’s Republic of China. With “the core aggregation area of the northstretching strategy of Greater Xi’an” as the development positioning, JingheNew City puts forward the development idea of “making the optimaleco-environment, introducing the greatest number of outstanding talents, andgathering the strongest high-end industry”. By making the most use of theJinghe River and Zhengguo Canal, the two advantageous resources within thearea, Jinghe New City will give full play to the “water” and strive to build amodern new city with mountain, water and smart Jinghe River.

為加快推進(jìn)涇河新城水系工程建設(shè)，將涇河打造成生態(tài)環(huán)境優(yōu)美、水清岸綠、功能完備、富有文化特色的城市名片。涇河新城擬通過組織國際競賽的形式，面向全社會(huì)征集涇河生態(tài)環(huán)境綜合治理項(xiàng)目概念性方案設(shè)計(jì)，以高標(biāo)準(zhǔn)、高品質(zhì)打造具有國際化水準(zhǔn)的生態(tài)水系長廊，全面提升涇河新城宜居環(huán)境。

In order to speed up theconstruction of the water system of Jinghe New City, build the Jinghe Riverinto a city card with beautiful ecological environment, clear water and greenbanks, complete function and cultural features, Jinghe New City intends toorganize an international competition for collecting the conceptual plan designfor the comprehensive eco-environmental control project of the Jinghe Riverwith the purpose of creating an international-standard ecological water systemcorridor with high standards and high quality, and comprehensively enhancingthe livable environment of Jinghe New City.

二、項(xiàng)目概況

II. ProjectOverview

涇河是涇河新城最重要的水系，涇河新城段上起修石渡大橋上游1km處，下至涇河咸銅鐵路橋，全長17.5公里，項(xiàng)目計(jì)劃總投資約60億元。按照“水清、暢通、自然、有亮點(diǎn)”的指導(dǎo)思想，以河道治理、環(huán)境保護(hù)為目標(biāo)，以生態(tài)護(hù)岸、景觀綠化為設(shè)計(jì)重點(diǎn)，結(jié)合涇河歷史文化和本地鄉(xiāng)土文化特點(diǎn)，修復(fù)、保護(hù)、提升現(xiàn)有的生態(tài)環(huán)境，創(chuàng)造可持續(xù)發(fā)展的城市濱水空間，為市民提供水清岸綠、活力有序的親水環(huán)境。

The Jinghe River is the mostimportant water system in Jinghe New City, 17.5 kilometers of which runsthrough Jinghe New City starting from Xiushidu Bridge at 1km of the upperreaches to Xiantong railway bridge of the Jinghe River. It is planned to investRMB6.00 billion in this project. In accordance with the guiding ideology of“clear water, smooth, natural, highlights”, with the goal of river managementand environmental protection, focusing on ecological revetment and landscapegreening, and in combination with the historical and cultural characteristicsof the Jinghe River, the project aims to restore, protect and enhance theexisting ecological environment, create a sustainable urban waterfront space,and provide the public with a clear water, green banks, energetic and orderlyhydrophilic environment.

三、競賽內(nèi)容

III. Contents ofthe Competition

概念性方案設(shè)計(jì)競賽，主要內(nèi)容：

The conceptual plan designcompetition mainly includes:

（一）設(shè)計(jì)范圍

(I) Designscope

涇河生態(tài)環(huán)境綜合治理工程設(shè)計(jì)范圍為防洪堤內(nèi)800m及防洪堤向外延伸至第一條市政道路，以茶馬大道至正陽大道段為設(shè)計(jì)重點(diǎn)。

The design scope of theComprehensive Eco-environmental Control Project of the Jinghe River is 800mwithin the flood protection dyke and the area from the flood protection dykeextending outward to the First Municipal Road, with the design focus on thesection from Chama Avenue to Zhengyang Avenue.

（二）總體要求

(II)Overall requirements

設(shè)計(jì)理念應(yīng)符合涇河新城發(fā)展定位，體現(xiàn)“南山北水，靈動(dòng)涇河”的總體思路。按照統(tǒng)一設(shè)計(jì)，分期實(shí)施的原則，制定分期方案，明確近、中、遠(yuǎn)分步實(shí)施的區(qū)域和內(nèi)容。

The design concept should conformto the development orientation of Jinghe New City and reflect the general ideaof the mountain, water and smart Jinghe River. In accordance with the principleof unified design and phased implementation, the contests should formulate aphased plan to clarify the areas and contents of the near, medium and longsteps.

（三）設(shè)計(jì)內(nèi)容

(III)Design contents

設(shè)計(jì)內(nèi)容應(yīng)包含防洪工程、水面工程、防洪堤內(nèi)濕地景觀綠化工程、防洪堤外景觀綠化工程和相關(guān)的市政工程等。

The design should include floodcontrol works, surface engineering, wetland landscape greening projects inflood protection dyke, landscape greening projects outside the flood protectiondike, and related municipal works.

四、組織方式

IV. OrganizationMode

（一）競賽活動(dòng)形式

(I) Form of competition activities

1、本征集公告面向國內(nèi)外公開發(fā)布，采取公開報(bào)名形式。從公告發(fā)布之日起，接受境內(nèi)外設(shè)計(jì)單位的報(bào)名。

1. The announcement is open to thepublic at home and abroad and adopts the form of open entry. From the date ofreleasing the announcement, the entry by design units within and outside thePeople’s Republic of China will be accepted.

2、競賽組織單位將對(duì)提出資格申請(qǐng)的設(shè)計(jì)單位進(jìn)行資格預(yù)審，包括設(shè)計(jì)單位的綜合業(yè)績、項(xiàng)目負(fù)責(zé)人資歷和業(yè)績、設(shè)計(jì)團(tuán)隊(duì)實(shí)力及其他相關(guān)情況。最終選出5家設(shè)計(jì)單位或聯(lián)合體作為邀請(qǐng)單位參加競賽，并發(fā)出正式邀請(qǐng)函及征集文件。未入圍的設(shè)計(jì)單位恕不另行通知。

2. The organizer of the competition will review the qualifications of theapplicants for the design competition, including their comprehensiveperformances, qualifications and performances of the responsible person, theability of the design team and other related information, and finally select 5design institutions or consortium to participate in the competition and sendout the formal invitation and collection documents. The design institutionsthat are not shortlisted shall not be subject to notice.

3、獲得正式邀請(qǐng)的設(shè)計(jì)單位在收到邀請(qǐng)函后，應(yīng)在3日內(nèi)把確認(rèn)函傳真或郵件至代理機(jī)構(gòu)，并稍后將紙質(zhì)確認(rèn)函郵寄至代理機(jī)構(gòu)。

3. The design institutions thatreceive the formal invitation should fax or mail the confirmation letter to theagency within 3 days after receiving the invitation and mail the paperconfirmation letter to the agency at a later time.

4、每家獲得正式邀請(qǐng)的設(shè)計(jì)單位應(yīng)在規(guī)定時(shí)間內(nèi)完成并報(bào)送一個(gè)方案。任何未被正式邀請(qǐng)的設(shè)計(jì)單位報(bào)送的方案一律不予受理。

4. Each design institution that hasbeen formally invited shall complete and submit a plan within the specifiedtime. Any proposal submitted by a design institution that has not been formallyinvited shall not be accepted.

（二）獎(jiǎng)項(xiàng)設(shè)置

(II) Awards

通過資格審查的參賽單位，在按規(guī)定報(bào)送符合本次征集活動(dòng)要求的設(shè)計(jì)成果后，競賽組織單位按照所獲獎(jiǎng)項(xiàng)支付相應(yīng)酬金：

After passing the participatinginstitutions that have passed the qualification review have submitted theirdesign results that meet the requirements of this collection activity inaccordance with the provisions shall receive the corresponding rewardsaccording to the awards they have acquired.

一等獎(jiǎng)（一名）150萬元人民幣；

First prize (one winner)  RMB1.5 million;

二等獎(jiǎng)（兩名）各40萬元人民幣；

Second prize (two winners)RMB400,000 each;

三等獎(jiǎng)（兩名）各20萬元人民幣。

Third prize (two winners)RMB200,000 each.

五、知識(shí)產(chǎn)權(quán)

V. Intellectual Property Right

所有參加本競賽活動(dòng)的設(shè)計(jì)成果署名權(quán)歸參賽單位所有，但所有參與競賽的設(shè)計(jì)成果在評(píng)審后不退回參賽單位，主辦方有權(quán)無償對(duì)提交的所有設(shè)計(jì)成果中的合理要素進(jìn)行使用，包括在評(píng)審結(jié)束后公布評(píng)審成果，并通過傳媒、專業(yè)雜志、專業(yè)書刊或其它形式介紹、展示及評(píng)價(jià)設(shè)計(jì)成果。

All the rights of authorship of thedesign results of the participating institutions shall belong to theparticipating institutions, but all the design results of the participatinginstitutions will not be returned to the participating institutions after theselection. The sponsor has the right to use the reasonable elements of allsubmitted design results free of charge, including release of the selectionresults after the selection, and introduce, display and evaluate the designresults through the media, professional magazines, professional books or otherforms.

六、參賽單位基本要求

VI. Basic Requirements for ParticipatingInstitutions

（一）參賽單位須為具有獨(dú)立法人資格的合法注冊(cè)企業(yè)或者其他組織。

(I) The participating institutionsmust be legally registered companies or other organizations with independentlegal personality.

（二）中華人民共和國境內(nèi)潛在參賽單位應(yīng)具有中華人民共和國建設(shè)主管部門頒發(fā)的工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或水利行業(yè)甲級(jí)資質(zhì)或風(fēng)景園林甲級(jí)資質(zhì)，中華人民共和國境外潛在參賽單位必須在近五年內(nèi)（2014年1月1日以后）主持設(shè)計(jì)過類似項(xiàng)目。

(II) Potential participatinginstitutions within the territory of the People’s Republic of China shall havethe Grade A qualification for engineering design issued by the competentconstruction department of the People’s Republic of China or Grade Aqualification for water conservancy industry or Grade A qualification forlandscape architecture. Potential participating units outside the People'sRepublic of China must have presided over the design of similar projects in thepast five years (after January 1, 2014).

（三）本次競賽活動(dòng)接受聯(lián)合體報(bào)名。聯(lián)合體各成員須滿足以上規(guī)定，且必須提交《聯(lián)合體協(xié)議》，并在協(xié)議中明確聯(lián)合體的牽頭單位。聯(lián)合體各成員不得再以自己名義單獨(dú)報(bào)名，也不得組成新的聯(lián)合體或參與其他聯(lián)合體的報(bào)名，否則報(bào)名無效。

(III) This competition accepts theregistration of a consortium. Members of the consortium must meet the aboverequirements and must submit the Consortium Agreement and identify thelead unit of the consortium in the agreement. Members of the consortium may nolonger register separately in their own name, nor may they form a newconsortium or join other consortia, otherwise the registration will be invalid.

（四）信譽(yù)要求：參賽單位具有良好的社會(huì)信譽(yù)，沒有處于被責(zé)令停業(yè)、財(cái)產(chǎn)被接管、凍結(jié)、破產(chǎn)和重組等狀態(tài)。

(IV) Credibility requirements: Theparticipating institutions must have a good social reputation and are not inthe state of being ordered to suspend business, property being taken over,frozen, bankrupt or reorganized.

VIII. Registration and Distributionof Qualification Review Documents

（一）報(bào)名時(shí)間：2019年3月1日至2019年3月10日，每日上午9:00時(shí)至12:00時(shí)，下午14:00時(shí)至17:00時(shí)（北京時(shí)間，下同）。

(I) Registration time: 9:00-12:00in the morning and 14:00-17:00 in the afternoon, March 1-10, 2019 (BeijingTime, the same below)

（二）報(bào)名地點(diǎn)：西北（陜西）國際招標(biāo)有限公司（西安市南二環(huán)西段58號(hào)成長大廈1105室，南二環(huán)與朱雀路十字西南角），本次報(bào)名接受網(wǎng)絡(luò)報(bào)名。

(II) Registration place: Northwest(Shaanxi) International Tendering Co., Ltd. (Rm. 1105, Growth Edifice, No. 58West Section of South Second Ring Road, Xi’an, the southwest corner of thecrossing of South Second Ring and Zhuque Road). Online entry is acceptable.

（三）報(bào)名時(shí)經(jīng)辦人須持單位介紹信及本人身份證。

(III)  The entrant must hold a letter ofintroduction and identity card when signing up.

（四）資格預(yù)審文件發(fā)售：時(shí)間、地點(diǎn)同報(bào)名時(shí)間、地點(diǎn)。

(IV)  Distribution of qualification documents: Timeand place are the same as those of registration.

資格預(yù)審文件每份售價(jià) 500 元整，售后不退。

The qualification documents aresold at 500 yuan each, and shall not be refundable.

九、附則

IX. Supplementary Provisions

（一）本次競賽活動(dòng)所涉及的往來函電、文件和設(shè)計(jì)成果均應(yīng)使用簡體中文。

(I) The correspondence, documentsand design results involved in this competition shall be in simplified Chinese.

（二）酬金以人民幣支付，酬金為稅前金額。設(shè)計(jì)單位所獲酬金產(chǎn)生的稅金以及該設(shè)計(jì)單位在征集活動(dòng)過程中的一切費(fèi)用自理。

(II) The remuneration is paid inRMB and the remuneration is the pre-tax amount. The tax arising from theremuneration obtained by the design institutions and all the expenses incurredduring the collection activities shall be borne by the design institutions ontheir own.

（三）組織單位擁有本次競賽活動(dòng)公告的最終解釋權(quán)。

(III) The competition organizershall have the final right to interpret the announcement of this competition.
