灃西新城核心區(qū)三期城市設(shè)計(jì)國(guó)際競(jìng)賽預(yù)公告

陜西省西咸新區(qū)灃西新城核心區(qū)三期城市設(shè)計(jì)國(guó)際競(jìng)賽由西咸新區(qū)開發(fā)建設(shè)管理委員會(huì)主辦，西咸新區(qū)自然資源和規(guī)劃局及西咸新區(qū)住房和城鄉(xiāng)建設(shè)局協(xié)辦，灃西新城管理委員會(huì)承辦。其目的是面向全球征集創(chuàng)意性高、實(shí)施性強(qiáng)、具有本地特色的城市設(shè)計(jì)方案?，F(xiàn)面向全球設(shè)計(jì)團(tuán)隊(duì)開放預(yù)報(bào)名及參賽意向登記。

The International Urban Design Competition for Fengxi New CityCore Area (III), Shaanxi Province, hosted by Xixian New Area Construction Administrative Committee of Shaanxi Province, co-hosted by Natural Resources and Planning Bureau, Housing and Urban-Rural Development Bureau of Xixian New Area, and organized by Fengxi New CityAdministrative Committee, calls for highly innovative, feasible and site-specific urban design proposals and is open for pre-registration by interested design teams around the globe.

一、項(xiàng)目背景 Background

西咸新區(qū)位于西安都市圈核心區(qū)，是首個(gè)以創(chuàng)新城市發(fā)展方式為建設(shè)理念的國(guó)家級(jí)新區(qū)，包括灃東、灃西、秦漢、空港、涇河五個(gè)新城。

Located in the core area of Xi’an metropolitan area, Xixian New Area is the first National New Area themed on innovative urban development. Xixian New Area consists of five new cities, namely, Fengdong, Fengxi, Qinhan, Konggang and Jinghe.

灃西新城占地143平方公里，包括大王街道、馬王街道、高橋街道、釣臺(tái)街道4個(gè)鎮(zhèn)（鄉(xiāng)）辦，總體定位為西安國(guó)際化大都市綜合服務(wù)副中心和戰(zhàn)略性新興產(chǎn)業(yè)基地。灃西新城始終堅(jiān)持以戰(zhàn)略性新興產(chǎn)業(yè)為主導(dǎo)、以科學(xué)技術(shù)創(chuàng)新為驅(qū)動(dòng)、以高品質(zhì)規(guī)劃為引領(lǐng)，不斷探索海綿城市、干熱巖、綜合管廊等生態(tài)城市建設(shè)技術(shù)，積極建設(shè)中國(guó)西部科技創(chuàng)新港、西部云谷、翱翔小鎮(zhèn)等一批高水平大科學(xué)裝置及高質(zhì)量科技創(chuàng)新平臺(tái)，踴躍實(shí)踐創(chuàng)新城市發(fā)展方式。著力將灃西新城打造為開放多元的絲路城、藍(lán)綠交織的公園城、多元?jiǎng)?chuàng)新的科學(xué)城、宜居宜業(yè)的幸福城、治理先進(jìn)的智慧城。

Fengxi New City, covering a total area of 143 km2and consisting of four sub-districts, namely Dawang, Mawang, Gaoqiao and Diaotai, is positioned as a sub-center of integrated service and a base of strategic emerging industries in Xi’an international metropolis. Led by strategic emerging industries, driven by S&T innovation, and guided by high-quality planning, Fengxi New Citycontinuously explores eco-city construction technologies such as sponge city, hot dry rock, and utility tunnel, actively participates in the construction of high-level large-scale scientific facilities and high-quality technological innovation platforms such as Western China Science and Technology Innovation Harbour, Western Cloud Valley, and Aoxiang Town, and vigorously implements innovative urban development, so as to create an open and diverse Silk Road city, a park city with attractive water areas and green spaces, a diverse and innovative science city, a livable and business-friendly city of happiness, and a smart city with advanced governance.

灃西新城核心區(qū)三期是西咸新區(qū)的重要戰(zhàn)略預(yù)留區(qū)，也是西安都市圈未來(lái)發(fā)展的重要功能平臺(tái)。

As a major strategic reserve area in Xixian New Area, Fengxi New CityCore Area (Phase III) will also serve as an important functional platform for the future development of Xi’an metropolitan area.

2021年，陜西省委省政府頒布《秦創(chuàng)原創(chuàng)新驅(qū)動(dòng)平臺(tái)建設(shè)三年行動(dòng)計(jì)劃》，提出加快秦創(chuàng)原創(chuàng)新驅(qū)動(dòng)平臺(tái)建設(shè)，并將秦創(chuàng)原總窗口設(shè)立于中國(guó)西部科技創(chuàng)新港和西咸新區(qū)，致力于建設(shè)全省科技創(chuàng)新策源地和成果轉(zhuǎn)化引領(lǐng)區(qū)。隨著秦創(chuàng)原創(chuàng)新驅(qū)動(dòng)平臺(tái)建設(shè)計(jì)劃的推動(dòng)，以及西安都市圈發(fā)展規(guī)劃、中國(guó)西部科技創(chuàng)新港綜合規(guī)劃、西安市“三河一山”綠道規(guī)劃、西咸新區(qū)國(guó)土空間規(guī)劃、大西安軌道線網(wǎng)規(guī)劃等上位規(guī)劃的相繼出臺(tái)，灃西新城建設(shè)逐步加速，核心區(qū)三期周邊配套設(shè)施日趨完善，發(fā)展條件趨于成熟，開發(fā)建設(shè)被提上日程。在新的發(fā)展背景與契機(jī)下，核心區(qū)三期的功能定位、空間格局、遺址保護(hù)、軌道交通、路網(wǎng)體系等方面亟待進(jìn)行新一輪審視研究。

In 2021, a Three-Year Action Plan for the Development of Innovation-driven Qin Chuang YuanPlatform of Shaanxiwas issued by the CPC Shaanxi Provincial Committee and the Provincial Government, proposing to accelerate the construction of the innovation-driven Qin Chuang YuanPlatform, and locate the major window of the innovation-driven Qin Chuang YuanPlatform in Western China Science and Technology Innovation Harbour and Xixian New Area, thus establishing a source of sci-tech innovation and a leading area for sci-tech result transformation in the province. Facilitated by the initiative to create the innovation-driven Qin Chuang YuanPlatform, as well as other successively issued upper-level plans such as Xi’an Metropolitan Area Development Plan, Western China Science and Technology Innovation Harbour Comprehensive Plan, “Three-river One-mountain” Greenway Plan of Xi’an, Xixian New Area Land Space Plan, and the Greater Xi’an Rail Transit Network Plan etc., the development of Fengxi New Cityhas been accelerated. With the gradually complete supporting facilities nearby and increasingly improving development conditions, the development of the Core Area (Phase III) has been put on the agenda. In the context of new development conditions and opportunities, the Core Area (Phase III) is in urgent need of another round of careful study on its functional positioning, spatial layout, relics protection, rail transit and road network system etc.

二、基本情況 Basic Information

灃西新城核心區(qū)三期地處大西安絲路經(jīng)濟(jì)軸與科技創(chuàng)新引領(lǐng)軸十字軸線的交匯處，位于灃西新城北部，戰(zhàn)略位置重要，發(fā)展條件優(yōu)越。

Strategically located at the intersection of the Greater Xi’an Silk Road Economic Axis and the Sci-tech Innovation Leading Axis in the north of Fengxi New City, the Core Area (Phase III) enjoys superior development conditions.

交通條件優(yōu)越，對(duì)外聯(lián)系便捷。距離西安咸陽(yáng)國(guó)際機(jī)場(chǎng)約15分鐘車程；基地東、南兩側(cè)緊鄰城西客運(yùn)專線及西寶高速（連霍高速），東、北兩側(cè)規(guī)劃有兩條快速路（北側(cè)西咸快速路現(xiàn)狀為西興高速）；基地西南側(cè)已建成軌道交通5號(hào)線，規(guī)劃市域快線11號(hào)線從基地內(nèi)部穿行而過(guò)。

Well-established transportation system enables convenient external connection. The site is about 15 minutes’ drive from Xi’an Xianyang International Airport, with Xi’an West Railway Station and Xi’an-Baoji High-speed Railway (Lianyungang-Khorgos Expressway) on the east and south, two planned expressways on the east and north (Xixian Expressway, i.e. the existing Xi’an-Xingping Expressway, is planned on the north), the completed rail transit Line 5 on the southwest, and the planned municipal express line 11 running through the site.

藍(lán)綠交融，擁有得天獨(dú)厚的生態(tài)環(huán)境?；匚挥跒柡游髋?，風(fēng)景秀麗。周邊已建成灃河濕地公園灃西新城中心綠廊等城市級(jí)綠廊；內(nèi)部規(guī)劃有大西安中央公園，未來(lái)承擔(dān)重要“城市綠肺”功能。

Fenghe River and green spaces offer attractive ecological environment for the project. Located on the west side of the Fenghe River, the site boasts beautiful scenery. It is surrounded by the Fenghe River Wetland Park (already completed), Fengxi New Citycentral green corridor and other urban green corridors, and Greater Xi’an Central Park is planned inside the site to serve as a“urban green lung” in the future.

周邊各類產(chǎn)業(yè)平臺(tái)聚集，創(chuàng)新創(chuàng)業(yè)環(huán)境向好。在灃西新城“1+2+N”（以信息產(chǎn)業(yè)為主導(dǎo)產(chǎn)業(yè)，以智能制造產(chǎn)業(yè)、現(xiàn)代服務(wù)業(yè)為重點(diǎn)產(chǎn)業(yè)，N個(gè)支撐產(chǎn)業(yè)）的現(xiàn)代產(chǎn)業(yè)體系引導(dǎo)下，基地周邊建成以西部云谷一二期、中國(guó)西部科技創(chuàng)新港、翱翔小鎮(zhèn)為代表的科技創(chuàng)新平臺(tái)，以總部經(jīng)濟(jì)園區(qū)為主導(dǎo)的現(xiàn)代服務(wù)業(yè)平臺(tái)，以絲路歡樂(lè)世界、360劇場(chǎng)為代表的文旅產(chǎn)業(yè)平臺(tái)，成功引入了中國(guó)電信、中國(guó)移動(dòng)、安博物流、三一重裝等重點(diǎn)產(chǎn)業(yè)項(xiàng)目。秦創(chuàng)原生態(tài)科創(chuàng)島、綠色生態(tài)城等創(chuàng)新驅(qū)動(dòng)平臺(tái)項(xiàng)目正在建設(shè)中。

Surrounding industrial platforms foster a favorable environment for innovation and entrepreneurship. Guided by the “1 + 2 + N” modern industrial system of Fengxi New City(with information industry as the leading industry, intelligent manufacturing industry and modern service industry as the key industries, and N supporting industries), various platforms have been built around the site, such as the sci-tech innovation platforms represented by Western Cloud Valley (Phase Iand II), Western China Science and Technology Innovation Harbour and Aoxiang Town, the modern service platform led by the Headquarters Economic Zone, and the cultural and tourism industry platforms represented by Silk Road Happy World and 360 Theater. Besides, some key industrial projects have settled here, such as China Telecom, China Mobile, Prologis and Sanyi Heavy Equipment. Innovation-driven platform projects such as Qinchuangyuan Eco Sci-tech Innovation Island and Green Eco-city are under construction.

三、競(jìng)賽內(nèi)容Work Scope of the Competition灃西新城核心區(qū)三期范圍：北至灃潤(rùn)西路，西至豐邑大道（不含東馬坊遺址范圍），南至灃西大道，東至灃河，總用地面積約為11.36平方公里。

Scope of Fengxi New CityCore Area (Phase III):With a total area of about 11.36 km2, it extends to Feng Run Xi Lu on the north, Feng Yi Da Dao on the west (excluding Dongmafang Ruins area), Feng Xi Da Dao on the south, and the Fenghe River on the east.

重點(diǎn)設(shè)計(jì)范圍：灃河沿線、大西安中央公園、TOD及地鐵車輛段。

Key design scope:Fenghe Riverside, Greater Xi’an Central Park, TOD and metro depot.



競(jìng)賽設(shè)計(jì)范圍Work scope of the Competition

方案強(qiáng)調(diào)在已有控規(guī)成果的基礎(chǔ)上，對(duì)核心區(qū)三期的用地方案進(jìn)行設(shè)計(jì)與優(yōu)化，成果內(nèi)容包括但不限于：現(xiàn)狀梳理、項(xiàng)目認(rèn)知、設(shè)計(jì)理念、目標(biāo) 定位、功能結(jié)構(gòu)、綜合交通、綠色生態(tài)、公共空間、地下空間、城市風(fēng)貌、城市天際線、重要節(jié)點(diǎn)、標(biāo)志性建筑概念設(shè)計(jì)等。

The Competition aims to design and optimize the land use plan of the Core Area (Phase III) based on the existing regulatory detailed plans. The submissions shall include without limitation to: review of existing land use, project understanding, design concept, objectives and positioning, functional structure, integrated transportation, green ecology, public space, underground space, cityscape, urban skyline, key nodes and landmark building concept design, etc.

四、報(bào)名要求 Registration Requirements

本次國(guó)際競(jìng)賽鼓勵(lì)在城市中心區(qū)、城市新區(qū)、城市濱水地區(qū)、城市大型公園片區(qū)等區(qū)域具有豐富研究經(jīng)驗(yàn)，在城市設(shè)計(jì)、建筑風(fēng)貌、綜合交通、TOD站點(diǎn)建設(shè)、公共空間、地下空間等領(lǐng)域具備設(shè)計(jì)經(jīng)驗(yàn)的國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)或聯(lián)合體報(bào)名參與。

This Competition welcomes the participation of design firms or consortia from around the world, especially those with rich study experience in urban center, new urban area, urban waterfront area, large urban park etc., as well as strong design expertise in urban design, architectural style, integrated transportation, TOD superstructure, public space and underground space etc.

五、計(jì)劃安排 Schedule本次國(guó)際競(jìng)賽包括“報(bào)名及資格預(yù)審”、“方案設(shè)計(jì)及評(píng)審”兩個(gè)階段。報(bào)名及資格預(yù)審計(jì)劃于2022年9月下旬開始，此階段將在全球范圍內(nèi)公開征集設(shè)計(jì)機(jī)構(gòu)參與，由資格預(yù)審委員會(huì)對(duì)報(bào)名的設(shè)計(jì)機(jī)構(gòu)進(jìn)行預(yù)審，從中擇優(yōu)選取6家設(shè)計(jì)機(jī)構(gòu)參與下一階段方案設(shè)計(jì)。方案設(shè)計(jì)及評(píng)審預(yù)計(jì)為期兩個(gè)月，參賽機(jī)構(gòu)提交方案后通過(guò)專業(yè)評(píng)審選取最終優(yōu)勝設(shè)計(jì)機(jī)構(gòu)。

This Competition includes two stages, namely “registration and prequalification” and “concept design and evaluation”. The registration and prequalification arescheduled to commence in late September 2022. During this period, an open call will be launched for the participation of design firms from the globe, and a prequalification committee will be set up to conduct the prequalification process and select six teams to proceed to the subsequent concept design stage. The concept design and evaluation is scheduled to last two months. After the selected design teams submitted their design submissions, winner(s) of the competition will be finalized through expert evaluation.
